Transforming Medicare Stars Performance Through Community Collaboration

Local health plans share a unique mission: delivering high-quality, personalized care that reflects the needs of their communities. As Medicare Advantage plans face increasingly complex challenges – from CMS raising 70% of cut points to average plan ratings declining from 4.07 to 3.92 – Health Plan Alliance members are demonstrating the power of working together.
The Medicare Advantage Stars Collaborative, now entering its second year, creates a space where health plans develop data-driven strategies while preserving their community-focused approach. Through four quarterly Creative Labs, participants tackle real challenges with real solutions. The 2024 program revealed a simple truth: when local health plans share insights and strategies, everyone benefits – especially our members and communities.
The inaugural program delivered value through:
- Comprehensive Stars opportunity self-assessments that helped plans define program success and identify barriers
- Data-driven organizational assessments with tactical action plans to power MA product development
- Root cause analysis using the Plan-Do-Study-Act (PDSA) model to address specific Stars challenges
- Real-world benchmarking and peer learning opportunities, supported by participant data and experiences
Building on this foundation, the 2025 program will help participating health plans:
- Transition to digital quality measures
- Implement new regulatory changes
- Develop a member-focused CAHPS strategy
- Build a comprehensive HOS playbook
Working with our partner Healthmine, these interactive sessions combine expert guidance with peer learning in an environment of mutual trust. Each Creative Lab delivers practical tools and frameworks that participants can implement immediately within their organizations.
Available to Alliance members at no additional cost beyond travel expenses for four in-person sessions at the Alliance Learning Lab in Irving, TX. Registration for CY2025 closes December 20, 2024, with a virtual launch on February 6, 2025.
